Прямоугольное полотнище с отношением ширины к длине 2:3, вдоль древка которого — жёлтая полоса шириной в 1/4 длины флага с изображением в верхней части старинной зелёной княжеской шапки с чёрной опушкой, над которой — жёлтое украшение („городок“) с белой жемчужиной. На остальной белой части полотнища воспроизведена композиция герба Ряжского городского поселения — синяя диагональная волнистая полоса, ниспадающая из верхнего свободного угла в нижний древковый, шириной в 1/3 ширины флага, на которой в центре поставлен углом вперёд жёлтый ряж (сруб), заполненный белыми камнями
