Although they cannot impose such when there are "no known copyright restrictions," OSU forbids the reproduction of high-quality images that they have posted on Flickr. There is a note that says: "We're happy for you to share this digital image within the spirit of The Commons; however, certain restrictions on high quality reproductions of the original physical version may apply. To read more about what “no known restrictions” means, please visit the OSU Archives website." Besides the image being a part of the PD collection "The Commons," the Oregon Digital source says that this was originally published as a postcard.

The copyright is in the public domain because it has expired;
The copyright was injected into the public domain for other reasons, such as failure to adhere to required formalities or conditions;

The institution has legal rights sufficient to authorize others to use the work without restrictions.
